The Ministry of Agriculture and Rural Development in Romania has published its decisions on a draft emergency regulation establishing the legal framework for the import of agricultural products from Ukraine or the Republic of Moldova, and more precisely introducing a mechanism to allow Romanian operators to import four main products : wheat, corn, sunflower and canola.
The operator with headquarters and place of business in the territory of Romania, who intends to import agricultural products originating in Ukraine or the Republic of Moldova, applies to the Ministry of Agriculture and Rural Development for the issuance of an import permit, based on the presentation of a document, from which determines the need to replenish stocks.
In addition, the operator must also present a certificate of conformity of the product to be imported, issued by the National Office for Veterinary Medical Protection and Food Safety regarding compliance with sanitary, veterinary and food safety regulations.
The documents thus presented are examined by a Commission, including representatives of the local NRA, the Navy, the Customs Service, the Ministry of Agriculture, the Ministry of Economy, Entrepreneurship and Tourism and two representatives from associations in the production/processing and animal husbandry sectors.
Based on the import permit, the Romanian operator concludes an import contract with an operator licensed by Ukraine or the Republic of Moldova for the required quantity of product and the import operations are carried out under the supervision of the Romanian customs authorities.
Once in the country, before entering the manufacturing process, the products are inspected by the ANSVSA (National Veterinary and Food Safety Service) to confirm compliance with the quality specified in the original certificate of conformity.
In terms of trade, at the beginning of the week the prices of grain for delivery to the port of Constanta were: bread wheat - 215 EUR/ton, feed wheat - 198 EUR/ton, corn - 192 EUR/ton, barley - 178 EUR/ton, sunflower – 385 dollars/ton.
